This 223 hectacre project by the Agriculture and Agro based Industries Ministry is excluded to the Indians. It has succeeded in bringing the malay muslim poverty rate to 2.9%. But the Indian poor and hardcord poor form about 70% of the minority Indian population in Malaysia.
